bind and resolving hostnames for normal user

i have problem with resolving hostnames, when login as normal user.
cant connect to other hosts via hostname, connecting using IP address working fine.
bind 9.2.4
kernel 2.4.28 with secfix and grsec
what is the problem with bind ?
