/dev/sr0 policy not working on reconnect

Experiencing this issue:
1. Give a user access to /dev/sr0
2. user can burn DVDs and everything works great.
3. The DVD drive is disconnected and reconnected.
4. The drive is there at /dev/sr0, but RBAC is denying it (it's considered "hidden" to the user). Only way to fix is to re-enable RBAC.
The workaround of re-enabling RBAC is good enough for me at this time, but I will gladly assist in troubleshooting in case it's a bug. Let me know what you think.
