RBAC only to Hide files?

i have machines with GRSEC hardned Kernels. Is it possible to use the RBAC System to hide files for specific user, without to use complete acls. I don´t wont to limit the Server with acl (for the moment). Only for a few User i won´t to Hide some files. Is it possible?
