grsec 1.9.13 and apache 2.0.48

It seems grsec doesn't like the way my apache is trying to create its' accept.lock file. I can't find any specific grsec errors in any of the log files, and all apache returns is that it can't create the lock file (and dies).

Here's the apache logs (for what they're worth), can anyone tell me which part of grsec I need to change/turn off ?
